The writing date of proverbs is before Christ ,the premature death rate is super high compare with modern society,since the medical knowledge and hygienic environment.Let me say it directly :THEY JUST WANT TO KILL THEM.
But say it directly would cut down their use value of other nefarious ,because nefarious have instinct to dislike those losers in reproduction who kill their child.Thus they use religion to be the pretense.
Base on the nutrition and hygienic conditions in modern society,beating children like that can't kill them ,but can create different kinds of psychos.Although beating children ,make them psychos can create a lot of criminals ,but I didn't see any religion forbid parents to do that.Such "holy".
It's normal for animals kill their unhealthy infant ,nefarious do it as well.But only nefarious would kill their healthy infants in such large scale,usually is sex-selective infanticide,it's very "perverted"in animal kingdom.The mindset of sex-selective infanticide is babies and children of themselves is something they can consume for their own benefit.It often happens in traditional agricultural society because the physical strength of a son is something their parents can get benefit from ,it's all about the use value.But no animals would think about this,nefarious can think doesn't mean they are more noble,in most of case ,they are more messed up,whatever messed up the ecological environment and their own well being.The sex-selective infanticide is a reason of social instability,a lot of Chinese rulers knew it already,but they can't stop them in thousands of years.
Sometimes nefarious kill kids for population control,because most nefarious can't control themselves stop to have sex.They usually don't kill their own kids for this reason,they use human sacrifice and gods as excuse.

After that 30 days ,they can't get back too much parental investment sink cost.And they can confirm the baby without birth defect (/not too ugly /not too hard to handle /not female) in 30 days.
Compare with that,people are not so easy to kill their babies nowadays ,usually people use hospital to childbirth,and then the hospital have the childbirth record,etc.If the baby have obvious disability,the deliver doctor must know it.If parents want to kill congenital disability babies ,they would have more problems to cover up.It's a social system to trouble poverty people,they can't kill them easily ,and then the disabled baby encumber the reproduction chance of the poverty parents.But wealthy parents usually don't get too much bad influence.
